Click on the Samsung link above in Mehul's post.
Click on "See All Downloads." Scroll down.
The "Manuals and Downloads" tab will be active.
Below, on the next level down are two subtabs: one says "Manuals," one says "Software."
Click on "Software" and you will find the driver.
So when is someone gonna make a FIX for this ??

Ref: Instructions: http://tether.com/android/windows
Instructions1. Download and install the Tether PC software: http://tether.com/a/tether.exe2. Connect your Android to your computer with the USB cable that came with your Android. On your Android phone go to Settings > Applications > Development and check USB debugging.3. Once the download completes on your PC, please run the setup and follow the instructions. At some point you may see a screen that says it can't verify the publisher, this is because we are using Google's default Android Drivers. Please be sure to agree and install these drivers.4. During the Install process it will install Tether on your Android over USB.5. Run Tether on your PC and on your Android. You will be prompted to select USB. Please go ahead and connect it.6. You should now see data/packets flowing on Tether. That means you're connected!

I tried installing and uninstalling many times. Tether was never shown being installed on my Android device and there was no app icon for it on my device. I finally again did a clean install, again strictly following the instructions. In frustration I ran Tether on my PC. The Tether program immediately installed Tether on my Android device. I have not ready anyone say that installation happened in that way for them.
Hope this saves someone some frustration. Install the program on your PC following the instructions on the site. Then, make sure your device is connected and run the Tether program on your PC. Voila.
HI, I also had a blackberry bold, and I downloaded the software perfectly. So, I made the leap for the Samsung S4 and I have tried about 12 times to uninstall and then install over and over again, and it won't load on my Samsung S4?????? On my PC it is fine, but can't load on the phone itself, like there is something blocking it????
Please tell me your software won't work on my phone so I don't spend the rest of the year trying to do something that seems like it is impossible. If it can load, then for goodness sakes, please tell everyone on this blog site, that your program is not outdated and will work on the new phones today.
I have already written you asking to your email but never got a reply, so the silence made me wonder if the program is not current anymore.??
I have used Tether before with my Blackberry and it worked great. Now I have an AT&T Samsung Galaxy 4 Active. I have tried the installation procedure onto the PC several times, but it never is successful to install Tether onto the phone. It says it is installing, then says it is configuring, but there is no Tether app afterwards. I do have USB debugging checked. I do have the Samsung driver loaded, and I can browse files on the phone over USB. What more can I do to install Tether onto the phone? I have tried simply running Tether on the Win7 PC, and I tell it to use Android and USB, but it does not install.
Craig, from what I am seeing this may be a problem with the S4 and the support group seems to have given up on it. I am having exactly the same problem. I was able to install tether on my phone from the apk file, but it does not open when I start the program on my PC. I have informed the support group via a ticket which I started due to being unable to install the program. I have also provided them with screen shots proving that I do have USB debugging enabled. They have not bothered to get back to me since asking which version of Android I am running. I did reply to them that I am running 4.2.2.
Has anyone had any luck on the S4?? I feel like I am spinning my wheels and getting no where.
Anyone able to get tether on their S4?? I've been back and forth with requests for months...just signed on to check progress and all my open tickets have been closed yet my problem is not resolved.....UGH
I have tried and tried to get tether installed on my Galaxy s3, I've tried everything on this forum and it won't install on my phone. I uninstalled and reinstalled it several times but it won't find my phone. I know my phone connects because it asks what to do with this device. I have run the tether program, then added my phone. I've added the tether on the pc and then added the phone, I've done everything else exactly as described on this forum and nothing has worked. I love the the tether program but have not been able to use it. My PC has window 8.1 and the phone has android 4.3. Someone give me a good answer please.
Tether Support says this is not true, but Tether worked for me flawlessly until my phone updated to Android 4.3. Now Tether stalls asking me to enable USB debugging. USB debugging is now hidden, but I found it and it is enabled, but Tether does not recognize it. I have tried uninstalling and installing repeatedly on two computers.
kristier, you can re-open a ticket by replying to it again. Just be ready for them to treat it like it is a new ticket, rather than actually reading the whole thing and continuing troubleshooting from where you left off. I just kept telling them that we had already tried what they were suggesting and that they needed to re-read the ticket. At this point I am waiting again...
So about mid-December my Samsung Galaxy S3 Android upgraded to 4.3. Since the upgrade I have not been able to use Tether whatsoever. Just as the case with everyone else on this thread, I keep getting a message that "debugging needs to be enabled". It is, and always has been, enabled. I have exchanged several emails with Mehul Trivedi at Tether over the last month and have followed his instructions to the letter. Nothing! Please help! Tether is my only access to the internet unless I pack up the PC and visit the local coffee shop.
There is still no solution, I keep doing as we've been instructed but it won't connect. I finally got the application on my phone but when I try to connect through Tether it just sits and never connects.
I can't get it to work on 4.3 either. I'm extremely disappointed. Used Tether for years on my blackberry, then repurchased it for Android, so I have twice the investment and now none of the usage. I only bought it to have an emergency internet source or for when I was traveling because I needed the piece of mind. Now I log in to use it, and it won't work, and I find out on here that the tether folks haven't fixed it for 4.3. Disappointed doesn't even begin to express my feelings.
I honestly don't think that the tether guys intend to make this work. They took our money quickly and for a while it worked but as we've upgraded they fell behind. I doubt very strongly that we are going to ever get a solution so unfortunately, we need to look elsewhere for our tether services. It's too bad because this application used to work beautifully.
I have also been contacting Tether about this issue, and I have found that there is no fix for this issue. The new upgrades from Android are blocking third party tethering apps like these as the carriers are giving Android so much heat about the money they are losing out on because of apps like Tether. Now that Tether has all of our money, they need to invest in upgrading their systems to out smart Androids. Will this ever happen, probably not. We may need to start a group class action lawsuit against Tether to get our money back. I am reaching out to Tether one last time to try to fix this issue or refund my money. If any one is interested in starting a lawsuit post and let me know and I will start the petition list.
The current version of Tether is having issues with the some phone models of Samsung. Tether is no longer developing a new version to support this.Samsung have a built in feature now that will allow Tethering. You may refer your phone manual or following link http://www.youtube.com/watch?v=a3I0-h9OZyM
